Im using hourly booking as a service. If user inputs a pick up location and drop off location that is 200 miles apart in distance which is roughly 3.5 to 4 hours driving time, is it possible to make it so that they cannot book less than the amount of time that it takes to get to their destination?

The Hourly hire service is usually used with only Address for Pick up as the Drop off is usually at the same address or as directed by the customer.
There is no need to request Drop off Address for Hourly hire because the system will calculate neither distance nor time between those 2 addresses. You can use different Service types like Price per mile or Fixed fare routes to achieve this.

However, you can charge for Base to Pick up travel time for Hourly hire with the option in Custom field > Address search > Show on Hourly hire: Yes - Charge for pick up: Yes

Here you have available settings:
Charge if Base to Pick up over a certain amount of Miles,
Charge Type: Fixed fare or Price per mile

Please use these options to fine-tune your setup.
