In Spain we have 2 types of license:
From any point of origin to any destination.
Origin and / or destination in area, that is:
Origin in area, to any destination outside the area.
Origin outside the area, destination in the area.
That is, the origin or destination must be the driver's area.
But it is not possible to configure those options. Can you tell us how to do it?
Vehicle "1" Pick up or unload in zone.
Vehicle "2" Pick up at any place of origin and unload at any place of destination.

to accomplish what you need you will have to use Zones (https://booking.drivenot.com/en/documentation/63-zones) or Cars own base (https://booking.drivenot.com/en/knowledge-base/80-how-to-set-up-base-for-each-car).
You can place Pick up and Drop off restrictions to comply with your local rules.
